This is the list of organisms as applied in the rules for the export of dual-use goods. The rules are based on the EU dual-use regulation. The main principle underlying this list concerns non-proliferation.
For reasons of international security, there are strict rules concerning the export and transit of dual-use goods. These rules are based on the European Council Regulation (EC) No. 2021/821 on dual-use items. Companies exporting goods to countries outside the EU require an export licence. For export control, the Dutch Government applies the European list for dual-use goods. Companies that wish to export any of the goods named on this list must apply for an export licence.
The Australia Group List of biological agents is the source of the EU list. If there are differences, it is only because the EU is lagging behind in updating legislation.
